Mercenaries empire is a federation which consist of different territories and the president work out foreign affairs and discuss it with other leader. To be president you must be a leader or a legend. In absence of president the vice president took over the responsibilities and to qualify for vice president you must be an HCOM and serve in army minimum of 3 months.
